A whistle-blower has written to the Parliament Committee on Commissions, Statutory Authorities, and State Enterprises (COSASE) to investigate the recent appointment of Fred Bamwesigye as the new Director-General of the Uganda Civil Aviation Authority (UCAA).
The whistle-blower identified as Jabbe Pascal Osinde Osudo, residing in Kasangati, claims that the appointment of Bamwesigye is irregular as he does not qualify for the position.
In the letter to COSASE, Jabbe alleges that Bamwesigye has three birth dates and by the time of shortlisting and interviews, he was out of the required age window of 35-55 years.
According to Jabbe, Bamwesigye was born on 27th November 1963 according to his passport details, while the same Bamwesigye was born on 27th November 1967 as according to another of his passport.
He also cites that the CAA Boss has different records in National Social Security Fund (NSSF) where it shows he was born in 1963 which also contradicts his records at Makerere University showing he was born in 1964.
“The Director-General purports to have been born on 27th November 1964 and in one of the results slips he tenders in the names of Fred Kanyagoga. He sat PLE in 1976, this means he joined primary one aged one year,” Jabbe notes in the letter.
Jabbe adds that Bamwesigye in his official records and CV indicated that he sat PLE in 1978 and UCE in 1981, which is just two years after his PLE. He says the CAA boss possesses “different dates of birth and different results for his national exams’.
“Having a fraud star of this nature being in charge of such a sensitive sector is very risky as he will not live up to the values of air transport which demands adherence to rules. I call upon the committee to investigate and save this critical sector from such a fraudster and masquerade,” he adds.
