In his petition, Mabirizi challenges Lokecho’s appointment noting that approving him for the sensitive position will further worsen already “Bad Governance” situation in Uganda which has in recent claimed over 80 lives on the 18 and 19 of November 2020 after the arrest and detention of NUP presidential candidate Robert Ssentamu Kyagulanyi aka Bobi wine which Mabirizi says happened from shooting mainly by Police.
Mabirizi further asserts that some one who was trained as an army officer who has since commanded deadly battle fields like UPDF troops in Somalia, cannot be appointed to deal with unarmed Ugandan civilians.
“Since the appointment process is required to start from the Police Authority which in turn advises the President, a none-member of the Uganda Police cannot lawfully become a Deputy Inspector General of Police because will be lacking the requisite advise, which is a condition precedent,” adds Mabirizi.

PETITION/CAVEAT AGAINST APPROVAL OF MA.GEN. PAUL LOKECH AS DEPUTY INSPECTOR GENERAL OF POLICE
1. I am a critically active Ugandan lawyer with a Constitutional duty to protect the Constitution and to promote Rule of law.
2. I am aware that the president has nominated MAJ. GEN. PAUL LOKECH a serving Uganda People’s Defence Forces [UPDF] officer for approval of DEPUTY INSPECTOR GENERAL OF POLICE and the purpose of letter is to object the nomination and any approval because it will be illegal and contrary to the Constitution and The Police Act. 3. Section 9(1)(6).
The Police Act provides that “Subject to Constitution, the functions of the police authority are-to advise President on the appointment of-the Inspector General of Police; Deputy Inspector General of Police; Assistant Inspector General Police; and Commissioners of Police. “and Section 14(2) of The Police Act provides that “The police authority shall establish the procedure and form of application to be adopted in the appointment of the police officers to the force.”
